The girl in silver hair is A'Milia. She appears (illustration wise) in most recent update in Pop'n Music game. Before this it is already known that A'Milia is Malchut, though the drastic change in her appearance only known recently.

I take it you have mistaken Kukaru to Falo. They do have some similarity in design wise, but story wise they are far apart and will never ever see each other. Kukaru is from Masinowa arc which took place hundreds years before Blind Justice arc, where Falo and Matin are.
